The “cyber poverty line” is ascending, signifying an increasing investment required for effective cybersecurity, thereby disadvantaging Small and Medium-sized Businesses (SMBs). This further accentuates the need for efficient, AI-enhanced SOC solutions capable of scaling capabilities to address the burgeoning threats. The rapid weaponisation of AI by attackers not only amplifies the volume of threats but also fundamentally alters attack methodologies, compelling a reactive evolution of defensive AI strategies within SOCs. This creates an “AI arms race” dynamic, wherein offensive AI drives the development of defensive AI, and vice versa. This is not merely a matter of increased alert volume but the emergence of qualitatively different, more adaptive threats that demand equally adaptive, AI-augmented defensive measures.  

1.2 The Emergence of Human-AI Teaming as a Critical Cybersecurity Paradigm (as of early 2025)

Human-AI Teaming is evolving from a stage where AI merely serves as a tool to one where AI functions as an active collaborator within the SOC. The focus on “synergy” and “capability enhancement” signifies a deliberate strategy to combine the best of both, moving beyond a simplistic “AI will solve everything” or “humans are irreplaceable” dichotomy. However, the “cyber poverty line” may exacerbate the disparity between organisations that can afford sophisticated Human-AI Teaming SOCs and those that cannot, potentially concentrating cyber risk amongst SMBs and under-resourced entities. This has broader economic and national security implications, as these vulnerable entities can become entry points for supply chain attacks.  

1.3 Thesis of the Paper

This report will conduct an in-depth academic analysis of the state of Human-AI Teaming within SOCs as of March 2025. It will meticulously examine the technological advancements underpinning this synergy, the operational models being adopted, the multifaceted challenges inherent in such collaboration (including human factors and ethical dilemmas), and the future paradigms shaping the co-evolution of human and AI capabilities in cybersecurity defence.

2.1 Defining Human-AI Teaming: From Automation to True Collaboration

Human-AI Teaming distinguishes itself from traditional automation by involving AI agents as active collaborators capable of learning, adapting, and even operating semi-autonomously, rather than merely executing pre-programmed scripts. At its core are partnership and shared goals. The focus of this synergy is on the combined output of the human-AI team being greater than the sum of its individual parts. LLMs, through Natural Language Processing (NLP), can process and analyse vast amounts of unstructured security data (threat intelligence reports, security logs, incident narratives, dark web forums) to extract relevant information, identify relationships, and provide context. New skills in programming, data analysis, AI model understanding, and ethical reasoning are becoming more important for SOC analysts. This shift in the analyst’s role necessitates a fundamental change in SOC talent management, including recruitment criteria, training curricula (integrating AI management and ethics), and career development pathways.  

4.5 Human-Centred AI (HCAI) Design Principles for SOC Tools

Core HCAI principles include: empathy for user needs (analysts), ethical considerations (bias mitigation, fairness), active user involvement in the design process, accessibility, transparency/explainability (XAI), continuous feedback loops, and balancing automation with human control. These principles ensure that AI tools genuinely augment analyst capabilities, are intuitive to use, trustworthy, and aligned with SOC workflows and ethical standards. For example, designing XAI dashboards that clearly communicate AI reasoning and uncertainty. Establishing clear interaction protocols that govern how analysts interact with AI, assign tasks, provide feedback, and override decisions is essential for effective and safe teaming. HCAI principles, if genuinely implemented, can effectively combat skill atrophy and disengagement by ensuring AI tools are designed to empower and collaborate with analysts, rather than replace or marginalise them.

The accountability issue in AI-driven SOCs is exacerbated by the “many hands” dilemma, where multiple actors (developers, vendors, data providers, human analysts, the AI itself) contribute to an outcome, making it difficult to assign singular responsibility.  

6.2 Bias in AI-Driven Threat Intelligence and Decision Support

AI algorithms can inherit biases from their training data, leading to unfair or discriminatory outcomes. For example, AI might disproportionately flag activity from specific demographics or regions if the training data reflects historical biases. In SOCs, biased AI could lead to user profiling, unfairly targeting certain groups, missing actual threats in underrepresented patterns in data, or generating excessive false positives for particular user segments. Mitigation requires careful data governance, diverse training datasets, ongoing bias audits, and leveraging XAI to identify and understand biased decision-making. Fairness is one of the core ethical principles.  

6.3 Privacy Implications of AI Monitoring and Data Processing

AI systems in SOCs process vast amounts of data, including potentially sensitive user activity and communications, to detect threats. Excessive monitoring, unintentional collection of personal information, and the exposure of sensitive patterns through XAI techniques are significant privacy risks. Adherence to data privacy regulations like GDPR and HIPAA is essential. Ethical data handling principles such as data minimisation, purpose limitation, and robust security for collected data are crucial. XAI techniques, intended to improve transparency and trust, could paradoxically create new privacy risks if they expose sensitive data patterns during explanation. This creates a “transparency-privacy paradox” that requires careful navigation.  

6.4 Ethical AI Frameworks in Cybersecurity Operations (as of early 2025)

Robust AI governance frameworks are needed to manage risks and ensure the ethical development and adoption of AI in cybersecurity. This includes security policies for AI and oversight committees. Key ethical principles include transparency, fairness, accountability, privacy, security, non-maleficence/beneficence, autonomy, and explainability. Existing frameworks like the NIST AI Risk Management Framework, OECD AI Principles, and the European Commission’s Ethics Guidelines for Trustworthy AI can inform cybersecurity-specific frameworks. Effective AI governance in SOCs cannot be a static, policy-only approach. It must be dynamic and adaptive, involving continuous monitoring of AI behaviour, regular ethical audits, and mechanisms for human intervention and oversight, especially as AI models evolve and encounter novel scenarios.

The future vision is “anticipatory AI,” which not only predicts threats but proactively anticipates attacker Tactics, Techniques, and Procedures (TTPs), simulates potential attack paths, and pre-emptively neutralises threats or adapts defences before attacks materialise or in their nascent stages. This could involve advanced simulations, “what-if” scenario analysis, understanding attacker intent through more sophisticated behavioural modelling, and autonomously reconfiguring defences based on anticipated actions. The concept of “cyber shadows” (hidden threats from advanced AI) highlights the necessity for such foresight. Frameworks for assessing AI’s own offensive cyber capabilities (using attack chain models like Lockheed Martin, MITRE ATT&CK) are emerging to understand how AI can amplify attacks (reconnaissance, evasion, persistence), thereby informing anticipatory defences. True “anticipatory AI” requires a shift from pattern matching on past data to more sophisticated causal reasoning and understanding of attacker intent and strategy, which remains nascent for AI in early 2025.

Despite increasing automation, the design and operation of these future SOCs must remain human-centric, ensuring human oversight, ethical alignment, and tools that empower rather than replace analysts. The future lies in finding the optimal balance between AI autonomy and human control, leveraging AI’s strengths whilst ensuring human judgement guides critical decisions and ethical considerations. The trajectory towards more autonomous, even if human-centric, SOCs will inevitably lead to a redefinition of “cybersecurity expertise.” Future expertise may rely less on manual technical skills and more on the ability to design, manage, audit, and ethically guide complex AI security systems. The development of specific incident response playbooks for AI systems is a reactive necessity driven by increasing AI deployment. True anticipatory defence would involve building AI systems that are inherently more resilient and less prone to requiring such specific (and potentially complex) incident responses.

As of early 2025, Human-AI Teaming has become a core strategy for advanced SOCs in addressing increasingly sophisticated cyber threats. Advanced AI technologies such as XAI, Deep Learning, Reinforcement Learning, and Large Language Models are endowing SOCs with unprecedented capabilities, including more precise threat detection, faster response times, and deeper insights from vast data volumes. However, this technological empowerment is not without its challenges. The necessity of human oversight, the complexity of ethical considerations, and the principles of human-centric design stand as critical pillars for ensuring the success of Human-AI Teaming.   • Technical Challenges: The conflict between the computational overhead of XAI techniques and real-time requirements, the robustness of AI models versus their vulnerability to adversarial attacks, the acquisition and maintenance of high-quality training data, and the persistent impact of concept drift on model performance.
  • Human Factors: Potential skill atrophy amongst analysts due to over-reliance on AI, the difficulty of trust calibration between humans and AI, and how to maintain analyst engagement and critical thinking in highly automated environments.
  • Ethical and Governance Challenges: Clear delineation of accountability in automated and co-created responses, identification and elimination of potential biases in AI decisions, and the protection of privacy when utilising AI for monitoring and data processing.

  • Explore New Human-AI Teaming Evaluation Metrics and Methods: Develop novel quantitative and qualitative metrics capable of comprehensively measuring the synergistic effects, shared situational awareness, and co-learning outcomes of human-AI teams.

  • Promote Cybersecurity Talent Development: Support cybersecurity workforce development programmes aimed at cultivating the skills required for Human-AI Teaming, including AI literacy, data science, and ethical reasoning capabilities.
  • Foster Public-Private Partnerships: Encourage collaboration between government, industry, and academia to accelerate research, development, and application of secure and trustworthy AI in cybersecurity.  
  • Address the “Cyber Poverty Line” Issue: Support initiatives aimed at making advanced AI-driven security capabilities more accessible to resource-constrained organisations, such as SMBs.
